Microsoft Word Error 1311

Hey guys, I need a bit of help here. I'm trying to load the voice recognition for Microsoft Word on the Microsoft Office 2003 Student and Teacher edition, but it's not able to find one of the cabinet files or something.. I checked Microsoft's page and they had a solution, but I don't know what they mean when the say to create an administrative installation point. Not that bright^_~ Help?
 
does this work: if u go to start --> accessories --> entertainment --> sound recorder.

also, have u try a simple voice chat, this will help u find if ur pc could recognize , plus the version of ur office may also have a great impact
