what mini itx mobo has the best video capabilities? i need a pretty good one. preferably intel. but will use amd.

That one is pretty nice. They have a cheaper version of it because of its integrated graphics but it should still be good.

The nVidia 9300 chipset in the unit I posted is superior to the 7100, but it is also more expensive as Midnight_fox1 was pointing out.

The 9300 chipset would server you better for HD video decoding. It also has an HDMI out port.
