Minimum Processor State - Power Options

So I fiddled around with my computer's power settings and I stumbled across an option to up the current minimum processor state. It's at 5% right now, and a friend recommended that I up it (didn't say to what) to increase overall performance.

Is there any reason to increase this value? Any reason not to?
 
If you increase it to 100% it disables AMD Cool'n'Quiet / Intel SpeedStep and the CPU will run at 100% frequency at all times, it won't downclock or anything.

If you have it at 10% or so, Speedstep/Coolnquiet can lower the frequency to save power and produce less heat.
