Missing Hdd Space

There's some HD limit with older service packs. Are you sure you didn't install an older one? I'm thinking the limit's higher than 130GB but I don't remember right off.
 
The limit was ~127GB iirc.

You probably formatted/partitioned with an old version of windows. If you are reinstalling windows when you do this, create a slipstreamed SP2 install (There's a guide here: http://www.winsupersite.com/showcase/windowsxp_sp2_slipstream.asp) If you don't want to reinstall, update to SP2 and either use partition magic to resize the partition to the full size or create a 2nd partition with the remaining space.
 
For the record, if you are looking to have it fixed other than Partition Magic, SP1 fixed that restricted HDD problem, not SP2. That way, if you don't want to install SP2 (I did, but uninstalled it...) then you can just SP1 to fix that particular problem...
 
A minor correction, the limit appears to be 137GB.

If you didn't have a 48bit enabled OS (ie XP SP1 or later) and you partitioned the drive larger than the addressable limit bad things usually to happen. I just said use SP2 because...well really why not? :P I know some people said it screwed up their systems and there were compatability issues but I've not had any on my machines nor have I seen any on any I've had to do work on.
