Missing OS, cannot boot from CD

So I passed my smaller SSD to my brother, and we're trying to install windows 7 on it. He has this board:

The SSD is a corsair Nova 32GB.

When we first tried to install it, it wouldn't let us install it on the partition, even though we formatted and created a new one over and over again.

So then we tried installing windows using my system to the SSD. Probably not the best idea, since I have AMD, but whatever. Installed just fine but when we plugged it into his, of course it did not work. It gave the missing operating system. So we just try to boot into CD. Same thing. Missing operating system after pressing to boot from CD. Tried formatting the SSD again through my computer, same error message. Loaded default settings in BIOS, nothing.

BIOS recognizes SSD and CD drive.

We are at a lost of what to do. Why does it all of a sudden not let us boot from CD after trying to boot to my install of 7? Any suggestions? Please ask more questions for verification.

He just booted into his HDD with vista on it just fine now.
 
Culprit was the system reserved not getting deleted. Installing now.

Got another problem now. When I installed 7 to the smaller SSD, I had my other SSD plugged in, so now it is dual-booting windows 7, even when the other drive is not installed. I still have to choose which 7 I want to boot from. Any idea how to fix this?
