mobo not working

hello everybody i have this chaintech 9LIF motherboard and i can only get it to startup once this morning, my friend gave me this dell computer and i wanted to use the case because the chipset burned up and there was black stuff all over. so i took the cpu out and put in my chaintech mobo and it wouldnt start up, the speed is 2.80ghz and the one with my other motherboard was 1.70 (i wanted to upgrade) so i put in the cpu that i was curently using and it woudnt start up. no beeps just the sound of the fans and i couldnt turn it off so i had to unpug it for 3 sec's and plug it back in. i had to do that for 17 times and it finaly started up it was in the bios because i didnt have the keyboard and it shut down about 10 seconds after the bios was up and running

hpe you can help me (im not very good at english)
 
dell cases may be proprietary so not everything will fit the way it should or fit at all.

make sure the mobo supports the type of processor and speed.
