Mobo or CPU Problem?

Hey, the problem I'm having is that my computer won't start up. I'm using a AMD XP setup with a Biostar mobo for cheap BF-2 gaming.

I have all the pins and Power Supply pluged in properly-but all I hear is a low pitch noise from the Power Supply which I'm confused about. I have tested it on other system it works properly so it clues down to MOBO/CPU.

Doesn't a Computer turn on with a busted CPU? (Yes/No?)

If this could be solved it may narrow down to Mobo if computer does start with busted CPU.

What are the other parts in your system? From the looks and sounds of it your PSU can't handle the system.
 
look in the case that nothing hits the mainboard. it sounds like you PSU is overloading ( perhaps due to a short-circuit)
