moden can't communicate

My son has an emachine, its hard disk has been replaced. According w the technician the modem need to be rereplace too. But when I go to device manager it's said that is working properly, I checked with microsoft help and support and its show that is ok too. However, when I install AOL 9, the software, can not communicate. It is possible that the modem needs to be replaced even when the system said that the same is working correctly??
 
i had a similiar problem on two diff comps already...both were self made...the first i restored the system to a previous date and it began to work again...and the second i just replace because it was frustrating and i wasnt able to run tests (this comp had win 98 so i couldnt restore)

good point...but this dude maybe financial unstable for broadband...but i aint really know the rates for bband in the US
