When I right click on my desktop and select properties to get the contrast rates of my video card and the lowest was 800 x 600 and the highest was 1600 x 1200. If I buy a 22" widescreen monitor it says the max resolution is 1680 x 1050, would I use 1600 X 1200 as it's correct settings?

Yes, since that is the highest resolution your graphic card supports.
would the picture be really sharp and have great clarity at the highest setting?

It should be perfectly fine. I am using the same TV, except it's the 19 inch model and the quality when I am playing games is great.
