Just a little update after searching around for hours. It seems, more people are experiencing the green screen and it is probably a driver problem that is not corrected yet after at least 2 years from the date on the posts below.

Ive read a fix is to use Virtual Super Resolution on the HDMI connected monitor, which I am testing out now. Also, someone has said that an older 17.7.2 driver from 2017 doesnt have the green screen issue which I have managed to get hold of from a third party site so that's my next step.
