monitor goes black upon turnibg on help!

Hi guys can someone please tell me why when i turn on PC i have to have the Monitor on other wise the monitor stays black displays 680x400 resolution,i have to turn off and on in the push buttom, when i have the pc configured for 1920x1080 in linuxmint mater 14? any input i'd apreciate
 
Can you give us what your system specs are and if you have any video signal at all--that would help everyone.

As i stated if i turn on the monitor before i turn on the pc everything is find
but if i forget to turn on the monitor display first most of the times the pc turns on but the display stays dark due to the linux changes the resolution to 680x400 but when i shut the pc down it should restart with same resolution without the monitor being on,

Well if you leave the monitor off during the boot up into windows or linux, the O/S will assume there is no display attached because it probe for EDID and didn't get a response. Newer monitors have EDID on the standby voltage to fix this issue.

My display monitor is a Cob Hd 15" TV with VGA and HDMI
i guess there is no EDID for this cheap display,
 
Since it is a TV it might be defaulting to another setting if it does not find a PC signal. Boot the pc with the monitor off and then turn the monitor on and go through all of the input settings. See if one of them gets a signal from your PC.

Thanks salvage: the TV is set to VGA input and my problem is if i start the PC before the monitor display, the PC is on but the display is showing on a black screen resolution 860x700 since the con fig on the Intel hd card is set to 1920x1080 resolution it makes since that the monitor stays black due to incompatible resolution,

also i found this info about the matter( EDID) although this is too technical for me maybe somebody here make some sense of of it and explain it in lame terms.

can you boot into low graphics mode? If you can open monitors and reset the configuration to a usable display setting.
