Monitor/GPU issue

I am curious when I watch movies or videos on hulu I get a bar in the middle of my screen that flickers in the middle.

In and out this happens only in the middle of Windows Media Player and only when watching movie files.

Any clue what could possibly be causing this? I checked the connectors and recently did a format. I have also tried every refresh rate my monitor can do.

Driver issue? Have you tried another monitor? Might be best to start out by figuring if its monitor or not...
 
Its not the monitor tried the girlies CRT...it started to happen after I did the PC to TV on my old CRT.

I thought I damaged the GPU but I just noticed I have a 9800GT now which means when I moved I switched out my 8800GT with my girlies GPU so I think its a setting. They look so similar :/
