Monitor Refresh Rates

My "safe" refresh rates for my resolution are 60, 70, and 72.
In the game COD4, I use the same resolution. I'm going to use VSync and was wondering if I could use 65Hz in the game for VSync instead of 70Hz in terms of safety? Are refresh rates lower than max but unlisted safe to use?
 
I would look at the manual if you have it at home with yah. Otherwise search the manual on manufacturers website.

I mention that because my monitors' manual stated it is only safe to use 60Hz. After I installed my video card drivers, I ended up with 59HZ and 75Hz as "Safe" refresh rates.
