monitor staying in standby mode

Plug in a different monitor and review the display settings to see if standby mode was somehow switched to always instead of 20min. or never. Otherwise the monitor itself may need repair or replacement from a defect.

Those would be the two items off the top to consider there. If there is no problems found with the display settings in Windows the monitor has a switching problem and is not going into the normal display mode once a signal is present. A third item of course is simply no signal being seen coming from the video card itself.
 
i just installed a new video card new monitor and the same thing i also put all the parts into a new motherboard and the same thing happens plus new hard drive
 
Does that board have onboard video by chance? If the defaults were restored for the bios for some reason that may be enabled. That would hamper use of any expansion card installed.

The other thought would be a bad slot on the board. But you moved items onto another board and still get nothing on screen? With the new monitor did you plug the cable in correctly?

Most new ones see both vga and DVI inputs. If you inadvertently used a vga cable and plugged into the DVI input and not the vga that could be a problem.
