morrowind not lagging, but very jumpy

mods: my version of morrowind has sea of destiny mod, a mod that adds a landmass southwest of vvardenfell, it has a dual weapons mod called assassins armory, it has a graphics enhancer (pretty much replaces all texture files and makes them a higher res) and a few plugins i made in tes construction tool to give me weapons and things like that. is there any indication in these mods why when i walk into any interior place my mouse starts jumping terribly? i know its not lag because i can walk and it doesnt skip, but it i try to pull out a weapon, move my crosshairs with my mouse, jump, anything like that, it will skip, or kinda just stop for a second or two.

its really starting to make me mad, so if there is any way to fix it i would be really thankful.

oh and i used to play morrowind all the time so its not a hardware problem, im pretty sure its a game error
