Motherboard fried? or Video Card?

I have a Compaq Presario desktop that is about 5 years old. 4 months after I bought it, my USB ports started displaying a power surge message that there was not enough power or something to that effect and my USB ports won't recognize anything. So I sent it to Compaq since it was under warranty and they did something and I got it back fixed.

A month ago, the same thing happened so I tried putting in a USB PCI Card with 4 USB ports. The ports worked the first time, but when I shut down the computer and tried to turn it on the next day...the fan runs for a second then everything is DEAD. Everytime I press the power button, nothing happens now. So I tried replacing the power supply. Now the fans run and the power stays on, the CD spins for a few seconds, but the hard drive doesn't spin at all, and there is no signal on the monitor.

The hard drive is working since I used it in an enclosure to back up stuff from it. I have tried replacing the RAM. I have taken out the CMOS battery and put it back in after 30 minutes. I have even reset the jumper next to the battery. Still nothing.

By the way, the old power supply that doesn't work at all is 250W and the new one is 400W.

Is my motherboard fried? Or my video card?

I also forgot to mention that I have taken out the PCI card since the no-power situation happened.

The video is integrated. It is a Compaq Presario SR1110NX. It is an Intel celeron 2.53 GHz, Chipset: 845GV, 40GB hard drive, Integrated graphics...

I have even tried unplugging all hardware except the hard drive and the motherboard. Still same thing.
 
by the way, the hard drive is getting initial power because it powers up...just doesn't spin and go through the boot sequence...and no video signal on monitor.
 
Well it sounds to me like you've tried just about everything.

When you turn it on with the new power supply, does it still turn on and then off really quickly? Or does it stay on, (fans spinning) just with no signal on the monitor?

with the new power supply, it stays on...fans are spinning...just no signal on the monitor

with the old one: it would power on then power off in 1 second...when i hold the power button...the power cycles every 1 second...off, on, off, on...
 
Well if you're sure the monitor is in working condition. If it is, try unhooking the hard drive (maybe the optical drive as well) and just booting with the motherboard (and obviously the CPU). If it still doesn't work, I'd say it's your motherboard.

If it works, and you can get into the bios, then you have a problem with your hard drive/optical drive (happened to me recently).
