Motherboard Point to Point Resistance

Motherboard: Intel D845gerg2, used, installed it in a desktop, cannot get it to fire up, checked power supply, OK. Checked the ohmic resistance between the "Power On" (Green)terminal of the MB power connection and the "Front Panel Hdr # 6 (Power On Sw. +) it was: 23.2 ohm's. Other MB I have checked all have 15 to 16 ohms resistance. I can jumper the green & black lines at the power connection, the fan's all start, of course the computer will not stay running when I remove the jumper. What would be considered a normal resistance between the two terminal's as mentioned above? Also, what would prevent the unit from firing up?
