Motherboard power

So I just built a pc out of used parts from ebay and my motherboard is an MSI X58M, and it has two "power inputs" (i don't know how to call these things :D)
one 24 pin, and one 8 pin. By doing a little research I learned that I don't have to connect an 8 pin cable to the 8 pin one, and I can connect a 4 pin one instead (it even comes with a thing to cover the remaining unused 4 pins). Now, my question is is connecting a 4 pin instead of an 8 pin going to decrease my pc's performance? This question appeared in my mind after I discovered that most cheap and possibly older power supplies don't come with an 8 pin power connector. And this leads me to another question: Can you recommend me the cheapest good psu for my system?

My specs are
CPU: i7 950
Motherboard: MSI X58M
RAM: 9gb Kingston HyperX 1600mhz
GPU: 8400gs 512mb (I will definitely upgrade it to something like an HD 7850 as soon as I can)
HDD: Don't have one yet
CASE don't have one yet (this wouldn't matter anyway, right?)
PSU: don't have one yet
 
Yes it will be fine if the manual says you can use a 4 pin, its called the CPU power connector. The only problem I could see, if your into extreme overclocking it might not be as stable. For a power supply, go for a quality 650W to give yourself alittle headroom. Brands, Seasonic/Corsair/XFX/Silverstone/PC Power & Cooling/Antec, some NZXT.
 
Do not buy a Coolmax. Stick with Antec/Seasonic/Silverstone/XFX/Corsair/PC Power & Cooling/ Some models of NZXT/
