Motherboard+USB problem

So I have a problem with my desktop, when the computer boots where it shows the Hard drive and disk drive list, on the PCI Listing page, it just restarts the bios going back to the hard drive/ disk drive, repeating it self.

Also, when I plug in the keyboard, the lights of CAP,SCROLL and NUM lock lights up once, same goes for the mice but they don't work. Nothing lights up after it was plugged in.
I have checked troubleshooting and nothing helps. There's power into the keyboard and mice but its not detected on windows.
This is before the repeating cycle happened.

I been trying to figure out to fix the damn thing but failed.
 
Just to clarify, the computer gets to the screen where it is booting up and where it would normally go to the Windows loading screen it instead basically shuts down and reboots? If this is the case, it sounds as though something is messed up with Windows itself. There may also be something messy in the BIOS itself, are you familiar with how to look around in the BIOS and how to access it on your computer?

If so, make sure that the BIOS is recognizing all the hardware that is present and plugged in, it may be something as simple as a loose connection to a piece of hardware.

Yea I know how to look around, there's standard stuff and advance stuff but not really relevant to my problem. I enabled Legacy Keyboard and Mice, but they don't work still.

Windows itself is fine.
