Is there any way to boot pc from a mouse click?

If the bios has an option for wake on mouse feature, then yes.

No, your bios would have to support it. Windows software wouldn't be able to start up a machine since windows isn't loaded when its shut down.

I checked bios and yes, there are options for mouse boot and keyboard boot. I chose keyboard boot and picked a number.
In the first boot I got a BSOD. Was it random?

I guess there is no bios option for keyboard's shut down, but maybe there are programs to do that?
