Moving A Program

To be safe, you should reinstall the program by using the cd or floppy or whatever media it came on. When you install programs they usually create entries in the registry to make the program work correctly. So the answer to your question is no.
 
If you are upgrading to a larger hard drive you might have received a setup disk with that feature. I know seagate (maxtor) provides a way to transfer your old software to a new larger HD. For older computers there was a program called "microhelp uninstaller", I still have a copy on a diskette, that moves a program to another HD but I dont' know if they are still in business.
