You wont be able to change the bitrate to a higher one, ie. from 128 to 192 if thats what ou were planning on doing.

Actually that is easily possible (although I would not see the point). I have done it several times to test it out. You will not get better quality, but artificially a higher bitrate MP3 will be created and will naturally take up more space.

Now, to answer yoru question, the following can do it for you:

no i actually want to lower the bitrate, i can lower it to either 192 or 128 so any mp3 really,

As I said. Get the demo of the first program I suggested and try it out. It's very easy to use and you can select the output bitrate as well as format you wish to achieve. The rest will be done for ya.

Yea, i meant that you wouldn't get better quality.....why you'd want to take up space for no improvement though i dont know.
 
One of the best converters, if not the best is Easy CD-DA Extractor

It supports every audio format, so you can convert from one format to another, you can also change the bitrate, but as mentioned, converting from a lower bitrate file to higher bitrate file, you won't be able to hear better quality sound, it will just take more space.
