1. You can make a DVD from any video format: you just need to encode it.
2. MPEG1 can directly port to Low Resolution DVDs without much in terms of processing involved. For anything fancier, you're better off trying a different approach
Of course this is assuming you're talking about the MPEG1 "specification" (i.e., VideoCDs) rather than a generic MPEG1 file
