MPG Issues

I am trying to convert a MPG, It is only playing in VLC player, i have used mpeg streamclip and all i can get is audio, converting it in any format. FCP will open but not play the file, and compressor only shows a green screen. Has anyone ever experienced this or know how to convert a file like this.
Its a muxed file.

Yeah, i understand that, when i look at the files info in FCP or VLC, its just a straight mpg file. I dont really get why it would be any different to any other file i have converted successfully.
If it is a codec problem, how do i find the correct one to install? any ideas would be awesome,
