MS Paint: How to get black outlines around letters

On Cracked.com's forums, they often hold contests for humorous image manipulation and also for statistical things that make you re-think things. Their current one is "True Stats That Prove Statistics Can Be Misleading."

Most of the entrants have fine black lines around their letters, so that the letters can be easily read regardless of what the background looks like.

How do I get those fine black lines around my letters?

Paint is a pain. If you want black outlines. Make a larger black letter, then make a slightly smaller while letter and past it on top of it.
