MS Word 2003 - margin problems

I'm an editor and the margins of the files I edit should be set on 1 (top, bottom) and 1.25 (Left Right) inches. The problem appeared a week ago - I cant set top and bottom margin more than 0.98 and Left and right 1.24. If I do it, safe it, close and open the file again the margins (all 4) are set on 0.98. I have the some problem on my laptop. I use Ms Office 2002 there. And I (again) didnt have any problems to set up the right margins a week ago. The margins are 0.98 when I receive the files. The type is Rich Text Format.

I tried this: I made a new file (both RTF and Word) with the right margins, then I copy and paste the text in it... but it didnt work.

I will appriciate if you can help me to fix the problem
 
In Page setup when you alter your margin settings are you clicking on the default button to accept the new figures as the default.

I tried that - didnt work. After I save, close and open the documents the margins are back to the original - 0.98
