I'm looking for a GOOD program (top-of-the-range) (state-of-the-art) which allows you to compose music, kinda like the program Finale but something better, I don't care if it costs $10,000
Better than Finale?
That's a tough one - this of course depends on what type of composing that you want to do. Finale is the best (IMHO) for producing the most professional looking sheet music. Sibelius is also very good.
If you are simply looking for something to record compositions (not necessarily to notate them) than perhaps Cakewalk is what you need. I have only used it a little bit, but I have some musician friends that can produce all kinds of professional quality recordings with it.
Give Mozart a try - it's got a free evaluation version for download - I've used an older version when I've had composing and arranging to do in the past
