My boot up get caught in a loop

I just got a new motherboard (ASUS M4A79T Deluxe). Putting it in and starting everything up results in a wierd reaction. The fans start to rev up, but then everything gets caught up in some loop. The fans rev up for a few secs, then the DVD player makes a "brrrr" sound and then everything starts over again. The GPU fan keeps reving up and down as if it loses power on the way up. I have tried to disconnect the DVD, but still the GPU acts the same and my screen never gets any signal. The GPU worked flawlessly with my last motherboard, and my PSU (1000 W) is the same. Any ideas?
 
Are the standoff's installed between case and motherboard? Double checked all your connections?
 
Standoff's are small brass pieces that go between the motherboard and the case so the mobo doesn't touch the case.

They don't look like that - and I don't think they are brass - but there are small points on the case that fit into the holes on the mobo. I press the mobo onto them. It shouldn't touch the case but it's hard to see all around. If it does touch the case what could that cause? Some sort of short circuit?
 
yes, what i would do now is this... take the motherboard out of the case and assemble everything outside of the case. lay the motherboard on some cardboard so no static electricity gets to it. Assemble all parts needed for bootup and then short the 2 pins for the power switch to turn it on and see if it boots. By shorting out the pins, I mean take a small piece of metal like a paperclip and touch the two pins together(like creating a bridge between the 2 pins) if everything is connected and working ok, the computer will boot up. If not, then there is an issue somewhere and you can troubleshoot it from there.
 
One question, the card has internal start and reset buttons. Can I just use this instead of creating the short?
 
I assume you can. I didn't know the motherboard had that until I just now looked at it on newegg.
 
My Gigabyte motherboard did the loop thing and I had to reinstall windows to correct it. It would post then restart over and over.

What OS you using?

I'm using XP right now. How could you reinnstall it if you never got anywhere from the bootup...? I just tried johnb35's thing and assembled everything outside the cabinet with the same result. I then tried the same with my old mobo and everything worked great. And so something is up with either the CPU or the mobo...right?
 
If its the cpu, it will either work or it won't. There is no inbetween.

It doesn't "work", but it does start to go into some booting procedure for about 4 secs before it loops. I'm guessing if it was the CPU it wouldn't even do that? Just trying to rule it out here.
 
I'm gonna try one thing before I send it back though, I'm gonna try placing the GPU in one of the other PCI-E slots. Just a thought I had. Won't hurt to try.
