well for the ram i don't think 3% was right, but 30% is high, but to see what's using so much, open up the task manager, go to the processes tab, then click on view and select columns, then find the memory-working set, then hit ok and click on that column label to organize by it and tell us which are using the most, top 5 i guess would be good.

for the noise and gpu, open up the case while it's running and stick your ear close to the gpu, the psu, and the cpu, and see which seems the loudest, it is most likely one of those. while you're in there look at the psu and tell us what brand it is, we need to know that before we recomend a new gpu so we know if it needs to be replaced too. and finally, what would you like to spend on a new gpu and possibly psu too. actually i remembered it's a gateway so you will definitely want a new gpu too.

I use 19% of ram while idle on the internet with 8gb's. Any new programs or anti-virus running in the background?

i just dust it out my ram went down to 20 :D

You should clean your computer every 1-2 months depending where its located (Under your desk or on top), weather you get a lot of dust in you room can also contribute. Dust it with compressed air , i use my dad's air compressor. ( You should have already cleaned it like 4-5 times)
