My computer will not even boot now

This is an ongoing saga with a computer I am testing out before I buy from a friend. I just turned on the tower today and immediately I get a black screen with a typing cursor. It gives me no option to do anything. It just sits at this screen. It is a Dell Dimension 9100 and there are illuminated 1 2 3 lights on the tower.

Any idea what it could be?

There is no direct cause for that failure, according to dell's documents it means "another failure has occured" meaning it could be anything. Until the owner can figure out what the problem is, don't buy it.
