OK, so first off,

I removed my heatsink from my CPU and reinstalled it. I noticed it was running about 10 degrees hotter then average (95 degrees F). so i bought some thermal compound (dynex silver) and reapplied some compound to the heatsink and reinstalled. I noticed the temp is getting hotter around 99 degrees F.

Is it because it takes a while for the compound to expand? Will i see results later? I hear it has to run around for 50 hours before you will see results, is this true?

also, is 99 degrees F considered hot? Usually it runs around 80-85 degrees F. (not celcius)
 
99F(37C) isnt that hot. i idle at ~101F(~38C).
you could try and wait. it does take time for paste to work its best. but if it doesnt go down you might want to try some AS5.
 
Your right it's not. If we get to 70 (celius) now that is f***ing hot!!!

I had a problem where my heatsink was slowly failing and my temp was like 70-80 degrees Celius so you really have nothing to worry about.

LOL, when i had that old 3.2 E i got my cpu to 85 degrees C. The sad part was it didn't even thermal throttle lol.
