Ok this computer I am now messing with messed up a while back, and would not even turn on, it would just go to the thing where it says DELL and load, and then do nothing... But now it is going to a screen that says Alert!Cover was previously removed, then below that it says Invalid configuration information-please run SETUP program, then below that it says Time-of-day not set-please run SETUP program.. What should i do?

On the recent build here the old buzzer sounded an alarm that the case was open due to a little gap in how things went together. A trip to the bios took care of that fast. If this is an older Dell that has been in use for a year or two you may want to check the strength of the lithium battery if you have a multimeter onhand. Once in awhile you see a weak battery causing a few problems. The "time of day" deals with the cmos. A weak battery or a bios update needed?
