my downloads dont save?

So when I download something from the internet, I have the option to save file or just open it and I choose save file. Then winrar opens it but the file doesnt actually save in my computer? Like it wont create a thing in my programs files. How do I change this?

You need to extract the file to a location first. Extract the file to the desktop for example and then run it.
