my finger pad scroll bars do not work y?

this is a dell inspiron 6000, intel celeron 1.3ghz 250ish mb of ram ..... the little scroll bars on the finger pad do not work and its annoying.
 
Unsure with the DELL finger pad settings so I'm not sure if it is a software problem, but it is probably a hardware problem. Your connectors must be either loose or dead. Judging by the specs, the laptop is pretty old and it isn't uncommon for laptops' scroll pads to fail.
 
are the drivers installed? i know on my laptop they wont work unless the drivers are installed and the program is running with the right settings.
