I'm currently in the planing stages of my first custom computer, I'm trying to keep the price low.
these are the parts I've come up with so far

I went with a cheaper GPU because I plan on buying an upgrade when I can afford it.
for the OS would it be possible for me to, uh... get a cheaper or more basic version, or should I just shell out the 90$ for win 7 home?

so is there anything I'm missing? any advice is welcome.

Okay. The build is just to low end and dated already. On that budget I seriously recommend buying some stuff used on that budget. Also, a $60 case on that budget?!

Refurbished NZXT 210

ASRock 970 PRO3

FX-4300

Corsair CX430

Western Digital Blue 500 GB

Memory-Mininum 4 GB, 1600MHz, try eBay

GPU-Go used for sure on this, try for a GTX 550Ti, GTX 460, or HD 6850, HD 7770, HD 5830, etc. That one on Amazon is low end.

Nope, Basic is to low end. Go Windows 8 too.


This build may be a bit more then what you had, but worth it BY FAR.
 
I suggest you get a gtx 460 for your video card like suggested above because you can get a used one on ebay for ~$60-70 and for that price you really can't beat the performance. The 6670 you picked is a low end card and it wouldn't play games well.
