My HP laptop gets stuck on bios screen

when ever i turn it on it says hp invent with the logo and all that but it never goes past i pulled out the cmos battery i thought it was that but still i put a new hdd in still didn't work so i took my ram out still so what do you think it is oh and when ever it does go past it says power surge on hub port and none of my usbs work

OS: Dual Boot
CPU:Intel centrino mobile
Ram:768 Mb
HDD:Old one was 60 gig now 80 gig

and sometimes it freezes in my other OS Ive got xp and win 7 but win 7 gets stuck on boot screen i used to have probelms on xp but not anymore

i think its the mobo but i dont know

Power surge in usb.... You could have a power supply issue or motherboard issue.

The only thing you said that didn't make sense was that you took the memory out and it still did it. The computer won't boot at all without memory in it.

Also, you said you switched out hard drives, did you do a fresh install?
 
no i cloned it with acronis on my other pc this was a few days ago but now i swiched em back cause it did not make a difference
and i meant i put the ram back in oops
i swiched my ram one 512 and 0ne 256 i swiched them
