My Intel card can't run games

I have a new-ish laptop, about one year old with a dual-core @2.10ghz processor and a Mobile Intel 4 series express chipset family card with an approx total memory of 1695mb. My laptop is custom ordered from Dell.

My question is about my inablity to run games. Although i have the necessary video ram, example Fallout 3, my computer cannot run it.

My theory is that certain games don't support intel cards (as no one seems to use them). Why is it that certain video cards are supported by games and mine isn't?
 
If configured correctly and the latest drivers are installed, games should not (and do not) discriminate between video cards. The reason games are running so slow on your laptop is that the 4 series is an integrated GMA. It's fine for video, office tasks and internet browsing, but complex 3D games will slow the system right down. Full specs, please?

Yup:D Basically your Video Card shares nearly all of it's graphics memory with your RAM. It's only got 32MB of dedicated Video memory. Fine for everyday tasks, but 3D games are a no-go
 
As others have said, it can't run because your GPU isn't fast enough. Although it can allocate a lot of memory, the Graphics Processor itself can't actually take advantage of it. Memory isn't the only factor in graphics performance. What matters most (when it comes to the video card) is what kind of GPU it is (eg. Nvidia GF100, which is used in the GTX 480) and how fast it can access the memory (REALLY slowly when it's sharing with the RAM.)
