66% is hardly excessive use.

You have a lot of Chrome processes running. Do you have a lot of external Chrome add-ons that run in the background like Pushbullet, Hangouts, etc.? Try quitting Chrome (running in the system tray, right click it and choose Exit) and see if that makes a difference.

You have 8GB of RAM, and a little over half is utilized. As Voyager said that is not excessive use. Chrome hogs a lot of RAM and runs in the background. You can look at disabling it from startup and removing extensions/addons that you don't use from Chrome.

Pretty much as above, percentage wise it looks like Chrome is taking about 26.5% itself.
