My new Computer turns off and on by itself

Just bought a new computer i5 750 w/o the graphics card or OS. I installed a GTS 250 and turned on to install Windows, but the computer turns on for about 15 seconds and then shuts off by itself for a period of about 5 seconds. Then it starts by itself again and follows the same pattern. There are no warning beeps, and I checked every single cable to make sure they are properly connected.

I tried it by removing the graphics card, I removed one of the memory sticks, removed both, pluged in the computer to a different outlet, and all the basics. Everything is new in the computer and I doubt that this is caused by the power supply. I think this is more related to the mobo. I have an AsRock P55M Pro



Any leads on what this could be from some of the experienced guys?

Did you get this already put together and just added the video card?

Simple things first.

Try pulling the power cord from the power supply and hit the power button a few times. Plug it back up and see if it still does it.

Try resetting the bios by the jumper on the board or take the battery out for a minute.

Is the CPU fan plugged in?
 
Tried removing the cable and turning on and off, removed the battery from the mobo and reset, and yes, all the fans work for as long as the computer has power including the processor fan.
 
I don't have any drivers installed or OS yet. I was trying to install Windows, but I can't get anywhere before it shuts off.
 
did you install the motherboard standoffs into the case or did you screw the mobo directly onto the case?

Like I asked ,did you get it with everything already put together except the video card and OS or did you put it together.
 
I got the complete computer except OS and graphics cards, but I just found out what the problem was in case someone else has the same thing going on.

Whoever put my pc together placed the two memory sticks in the wrong slots. I am not too computer savvy (enough to get by), and did not pick up on checking that since I assumed that was pretty standard; makes me think what else could be wrong!

Apparenltly, making sure that the memory is taking the right set allows for Dual Channel Memory Technology. I never imagine for that to be the problem; first, because my knowledge is limited and I thought that you could use any slot; second, because I assumed that whoever put this together would know better.
