My pc is not POSTing

Hi, ive built a new system combining some olds parts. Once i boot up my sytem it turns on everything and after 5 seconds or so it turns right off and on again constantly. Is my PSU not strong enough? Im using a older 450w PSU to keep my system running. This PSU is about 5-6 years old, is it time to get a new one?

My new System consists
Motherboard: Asus P5QL Pro (new)
CPU: E7300 (new)
GPU: 8600gt ( 3 months old)
RAM: G.skill 1gig ( new)
HDD: Old IDE ones
PSU: ritmo 450w old psu!

Is there any solution to this problem, if so thanks in advance!

Sounds like a suspect PSU. I would make your you have done the normal things like clear the CMOS just in case it has some random settings.
Then try just plugging in the main components like only using one stick of RAM, no HDD's or CDROMS etc... then try booting up the PC. It if still power cycles then I would blame the PSU. Its may be something else but I would hazard a guess its that at fault.
