My Ping goes from 23 to 500+ within in a second?

When playing Counter-strike source or Using Ventrillo I notice my ping tends to change very drastically. For example I will have a normal ping of around 25-40 in a Chicago server but then out of no where, like I'm still playing the game I don't alt tab out and start downloading something. and it will do that for a full day and not stop then for like 20 minutes it will go back to normally just to spike again. No one ask "are you downloading anything" cuz im not i have other people on my LAN but even if there not online or using the computer it still happens so i doubt it has anything to do with that. Please help me im getting pisseed.

Im using DSL and when i click on it im pretty sure it says 100mbs or 1.00 mbs if you live in Ontario you might know the Company called "rogers" thats who i get my internet from.

if you had a 100mbs connection to the Internet you would be paying a crap ton!
