My reformattng disc won't work!

Okay, odd.
I got a reformatting disc with my computer for Windows XP Home Edition [turns out],, and the instructions say to just pop in the disc and restart, then this thing called "In Touch With Tomorrow TOSHIBA" and press F12, blah blah blah so on and so forth. Funny thing is... nothing is coming up, and it's kinda starting to piss me off. Help? Anyone?
 
Put in your regular windows installation cd. restart your computer and go to bios. Change the first boot to cd instead of hardrive. Then load windows and leave the cd in. This should load the format portion before it installs windows.
