My uncle needs help

Hello. My uncle has a shop selling computer games and had set up a few desktop system for customers to play certain games over a network(as some games require multiplayers). However, some customers would lift their hand over to the internet from the start menu and started browsing away(which was not the intended purpose of those computers). Some would also head over to change the wallpaper and some would even try fooling around with the task manager and the my computer properties.
What my uncle and I don't understands is why are those functions not blocked even in limited account? My uncle uses windows xp 32bit os.
My uncle knows that the world wide web protocol can easily be blocked by using the firewall, for instance, however he did not want to do it that way.

SO I really feel like helping out my uncle, Can anyone tell me how to disable all icons on the start menu, disable the right clicking on the desktop, disable the task manager from launching from the taskbar and disable properties and manage in my computer icon? Basically just to only allow users to click on those game icons on the desktop and shutdown button thats all.
 
Disable Right Click:

Explorer]
Value Name: NoViewContextMenu
Data Type: REG_DWORD (DWORD Value)
Value Data: (0 = disabled, 1 = enabled

Disable Menu Bars and the Start Button:
Open your registry and find the key below.

Rename the key by placing a dash "-" in front of the GUID (i.e. {-5b4dae26-b807-11d0-9815-00c04fd91972}).

Restart Windows for the change to take effect.

Remove Task Manager:
Click Start
Click Run
Enter gpedit.msc in the Open box and click OK
In the Group Policy settings window
Select User Configuration
Select Administrative Templates
Select System
Select Ctrl+Alt+Delete options
Select Remove Task Manager
Double-click the Remove Task Manager option
