Now I notice this when I sit down to watch Youtube on my desktop its seem to need to buffer a lot more compare if I use my Chrome Cast were it buffer once and twice and that's it stream to my TV over the wifi. Could someone explain why maybe it the internet cable that connects me from the box to my PC.

Wired is always faster.

The Chromecast may have calls at an application level back to Youtube in order to avoid certain queues or similar, although it's just speculation.

You can't compare a hard wired computer to a wireless Chromecast. You are talking about a desktop browser requesting high quality videos to a mobile service requesting lower quality video. Quality aside, you're talking mobile vs desktop, Google may have many different means to deliver video based on the type of device requesting. Your internet is likely not the reason, as there are times YouTube will buffer even if you have a <15ms connection with over 100Mbps download speeds.
