Need help deleting a file!

I need help deleting some weird file that I don't even remember downloading. According to my antivirus the file is not infected and is not a virus, but when i try to delete it, i get a message saying that the file is possibly being used by another person or program. How can i get rid of it. I can't move or rename the file either!:mad:
 
boot up in safe mode, then it only runs the bare programs needed. Then the file will not be running and you can delete it.
