Need Help for power supply

k im not a techy but my e machine w2646 powers suppy went out for some unkown reason i manage to get a new one put it in and the computer turns on but nothing happens the cd try does open but when i take out the ide cable for it it opens im sure i have everything hooked up right not even the moniter is coming on and i can here the hard drive spin up then stop can u guys help me if u need mroe info i can get it
 
no beeps what so ever no over heating problems ever hard drive is good mybe its the power supply i got i got. any more use ful tips?
