Need help on picking parts (i'm a noob)

Okay so i have a Lenovo Thinkcentre Edge 72,
it has an integrated video card (which sucks)
and i want to update it, i know i also would need a new power supply,
these are the specs
Core i5 3470S 65W Ivy Bridge 2.9GHz 6MB LGA (4 CPUs)
4GB Ram
Intel HD Graphics 2500

i have like 350€(+-50) to spend on the video card, power supply and maybe a cooler ? i kinda can't order from anywhere cuz the shipping prices are high (living in estonia) so i have this one website to choose from and idk what to buy(i wanna buy the best compatible card, but idk if the processor limits the performance so i shouldn't get a too powerful card )
also if you think i need more ram, then 4gb is gonna be like over 30€ i think

anyways help me choose from here :
Videocard:

Case - Fractal Design Define R4 - good quality

PSU - I don't see the need of getting 600W. Corsair CX500 will do the job.

And for your budget, GPU could probably get R9 280

Are you sure i need only 500 watts? and if i get the fractal case, will everything fit in there and work, i'm not very aware of what i have to check before buying the case. Thanks for your time, really ! (Btw the case thing was a question, i know that the videocard will fit in the original case but idk if the psu will fit in as the original is really small[180watts])

EDIT: the more i research the more i think i don't need a case because this corsair is ATX and im pretty sure my case is too.. (i'm not sure tho)

Get a 450watt PSU and at least 8GB ram.
I don't think 8gb ram is essential, first i'm gonna upgrade other stuff and then if i can, i will upgrade ram

PS3 180W, 50/60Hz (WW)
ATX 280W, 50/60Hz (Japan only)

This is the specs I found so I don't know if yours will accept an ATX PSU, depending if the "PS3" is a form factor.

Yeah i just opened it up and it was 180W, looks like i'm getting a new case after all, thanks for the time tho ! I really appreciate it .

I found that 280x is the same price as 280 (might be a mistake by the store, sent a letter), so there's no reason to get 280 over 280x right ?
For the case, i think i'm pretty locked to the fractal design define r4 (only good reviews)
But i found a few people having problems with corsair cx500, are there any other suggestions ?

EDIT: I'm going for corsair cs550m

If i go for those parts, it all costs 333,3 € :D

People will ALWAYS have problems with a component. You are by no means locked to a hundred dollar case because some other cases had a few unhappy buyers. Corsair almost always makes high quality stuff, and if there is an issue, they will RMA it (I hear their service is quite good).

A case will last you a long time, so if you have the cash for it, go for it. But I just wanted to let you know. All the components I got had a few bad reviews. And I was very happy with all of them.

I was talking to him on Steam today and he said he was going for the Corsair SPEC-02.
