Need help transfering hard drives

I have 2 hard drives in my pc now (60gb and 120gb) and I recently but I recently bought a 300 gb. Drive "A" (60 gb) has windows installed and Drive "B" (120gb) is my main drive. I want to transfer all my files from Drive B to Drive "C" but cant bc theres no operating system on it. It's a Seagate drive. Is there anyway to transfer the files outside of windows?
 
Attach the 300GB as a slave to your 60GB drive and then partition it. Then move your files from the 120GB to the 300GB.

why does there have to be an os? just attach all three drives... boot of "a" and copy from "b" to "c"

How big is your power supply? (wattage) For about 5 or 6 bucks you can get a power splitter and a IDE splitter (I'm assuming it's IDE) and then just hook up all the drives, and transfer them over...
