Need help understanding a few things

I have an E6750 processor (with a Zalman 9700 cooling it)...a Gigabyte GA-P35-DS3R motherboard...4gb of Corsair SDRAM DDR2 800 (PC2 6400) (voltage 1.9)(bought 2x1gb at a time)...Vista 32bit ultimate

Easytune5 came with the motherboard...I have also downloaded PC Wizard 2008...



I seem to be having problems with both my CPU clock and my memory (my cpu spped seems to fluctuate but mainly stay at a lower speed:

PC Wizard is telling me that although my processor should be at 2666 it's running at 2000 (most of the time)(voltage 1.35)...and that my ram is at 400 because something (refresh) is reduced by .5 (voltage 2.13)

Easytune is telling me that my processor is (current-2000...original-2667)(voltage 1.35)...and that my memory is at 799 (voltage 2.1)...

I believe that when I looked at the bios that the memory voltage was set to 1.8...I even just updated the bios and still the same data as before


Can anyone tell me what is going on? Am I not getting my optimum output for a reason? Is the motherboard bad by any chance (alomost appears as though the multiplier keep going from 8 to 6)? Do those programs not accurately report whet the computer is really doing?

What other info would someone need to help me out here? Let me know and I'll see if I can find it out.

Update:

I was able to get the processor to continually run at 2666 by disbaling the C1e in the advanced cmos settings...memory still running at 1/2 speed though.
