Need help with Catalyst+graphics card drivers

Ok here is the scoop. My friend wanted a new PC and was gonna get a Dell. I told him no he was gonna build his own machine for the same price but better. So i went on newegg and put together a PC for him and he ordered it. I went over to his house last night to put it together and we ran into a problem. Here are the parts he ordered:

Mobo: ASUS M2R32-MVP Socket AM2 AMD 580X CrossFire ATX AMD Motherboard

Vid card: GECUBE HD2900XT-VIE3 Radeon HD 2900XT 512MB 512-bit GDDR3 PCI Express x16 VIVO HDCP Video Card

RAM: Patriot eXtreme Performance 4GB(2 x 2GB) 240-Pin DDR2 SDRAM DDR2 800 (PC2 6400) Dual Channel Kit Desktop Memory

FDD: Rosewill RCR-FD200 All-in-one USB 2.0 Black 3.5" Card Reader with 1.44MB Floppy Drive

CD/DVD Drive: LG Electronics LG Black 18X DVD+R 8X DVD+RW 8X DVD+R DL 18X DVD-R 6X DVD-RW 12X DVD-RAM 16X DVD-ROM 48X CD-R 32X CD-RW 48X CD-ROM 2MB Cache IDE 18X DVD±R DVD Burner with LightScribe

HDD: Western Digital Caviar SE WD1600AAJS 160GB 7200 RPM 8MB Cache SATA 3.0Gb/s Hard Drive

Well we got everything in and put together and we hooked everything up to the mobo and the power supply and it looked good but when we plugged the monitor and a keyboard to it and powered it up nothing would display on the screen. There was no BIOS options or nothing it just was blank. I figured you know it wouldn't boot obviously since he had no OS on it but i thought the least it would do would allow me to get to the BIOS and make sure everything was there but it wouldn't.

SO i had a few ideas that i think might work but i'm leary to try them in case i ruin something. What i believe to be the problem is that since it is a new HDD and mobo with no OS or onboard graphics that it isn't recognizing the video card there for no display. My idea to fix that is that i would put hook the HDD up to my mobo and load XP on it and then install the drivers for the video card and then put the card and the HDD back into his machine. Would this process work or is it a dud idea? I'm open for suggestion/information on how to fix this problem i don't want to ruin my friend computer so any would be great.

I don't really think it's wise to install the OS while the HDD is in another machine as it needs to configure the current hardware, so it won't really work all that well.

Plug the monitor into the VGA out on the motherboard, not the GPU, try that.
 
check all your connections, make sure the cpu power sord and the main mother board power cord are plugged in right an seated firmly, also make sure the ram sticks are good, try one alone, then the other, if it still dont work try other ram sticks, if it still dont work take everything out an re connect
 
You have to install OS on the pc you will use it in - if you plug in a hdd with a os installed from different hardware 9 times outta 10 it wont work
 
Alright i won't install the OS on another PC but Kornowski if you look up that board and read my post the motherboard doesn't have a VGA output on it. GCR yes there are a sequence of beeps. I'll try checking the cords and every thing and i'll try other ram sticks. There is still the problem that i can't see anything on the monitor. Is there anything that i could do to change that? How would i install the OS without a screen?
 
Alright, first off, get the motherboard manual, and figure out what that specific series of beeps mean. Beeps of different numbers and lengths usually refer to something.

I'd suggest trying different ram, and testing the ram with another system.

Now about the screen, if you can't see anything when you plug it in, theres a chance it could be the video card or monitor. If you have another system, try swapping video cards and test the monitor on another system to see if it works.
 
Does your video card require an 6 pin connector? Check if your HSF is correctly plugged in. I would do as Reneki said and check the RAM. Remember the beep code and look for the beep definition on google.
 
Ok we got the PC to work. I just put my Video card in that doesn't require a 6 pin connector and it worked fine. We got Windows XP Professional installed onto it and everything and it works like a charm. But there is one problem. I can't get it to recognize his video card and select it to be the primary output for video. I tried to install Catalyst but when i try to run it i get the error:

Could not load file or assembly 'CLI.Implementation, Version=2.0.2720.25027, Culture=neutral, PublicKeyToken=90ba9c70f846762e' or one of its dependencies. The system cannot find the file specified.

I have looked on the net for the problem and i found that it was an issue with the .NET Framework so i downloaded and installed .NET Framework 2.0 and it didn't work so i tried 3.0 and it didn't work either. I have noticed that a couple other people have had this problem on other sites but are either in a foreign language or they have yet to receive a reply. Does anyone know how to fix this? If so I'd be very happy for you to share your knowledge and I'll give you a cupcake :D
